Do you guarantee rankings?
No, and you should walk away from anyone who does. Search engines do not sell guarantees to anybody.
Do I need SEO if you built my site?
Every site I build includes the technical fundamentals at no extra charge. The monthly plan is for ongoing work, which is a separate question from whether your site is built correctly.
Will you make a page for every city?
Only where there is a genuine reason for the page to exist. Mass-produced city pages are a tactic search engines got wise to years ago.
